Most of the mushrooming counseling-cum-consulting centres in Jaipur are striving on a section of government officers who look for professional degrees without attending classes, required for promotions and increments.
TOI’s reality check on these shops reveal that mostly employees from departments including education (higher and technical), PWD, PHED, RVVNL etc seek the services of these centres for degrees.
Guidelines Info, an agent franchise selling degrees, confirmed that most of the clients are either government employees or engineering students.
“We have provided such degrees to even senior government officers. You name the degree I can arrange it for you even in a back date,” said Mukesh, a counselor. TOI approached them in the guise of a student.
This centre gave us valuable hint which helped us in probing the matter at other such centres. It was found that majority of the government employees who seek such degrees are diploma holders who are working as junior engineers in different departments or agencies.
The diploma cannot take them beyond a level and they require a degree of BTech for moving to the next level.
Notably, former RPSC chairperson Habib Khan Gauran had secured LLB degree from Jodhpur Law University in 2005.
However, he never attended classes in three years which was mandatory, indicating that how government officers uses their influence for acquiring educational degrees.
“Till 2012 many faculties in several government engineering colleges had purchased MTech degrees from universities outside including Mahatma Gandhi University in Meghalaya, CMJ University etc without attending classes and exams. However, nowadays, due to strictness of media we can assure you admission at least six in month back date in universities in Rajasthan,” said Ravi, a councilor.
“Since, MTech degrees have become compulsory for the post of assistant professors in technical education, the demand for MTech degrees swelled manifold. Here, these shops have been working overtime to fulfill the demand,” said Sandeep Gupta of Activist India.
He had carried a sting operation of agents who claimed to provide him degrees from these universities like Jaganath University, Bhagwant University, Sunrise University, Sreedhar University and Singhania University.
